Preheat oven to 425 degrees F. In a large bowl, combine peaches, 1/4 cup brown sugar, 1/4 teaspoon cinnamon. Remove vanilla bean seeds from pod and add to peaches along with lemon juice and cornstarch. Toss to coat evenly, and pour into prepared pie crust. Place peach pie on baking sheet and bake in preheated oven for 10 to 15 minutes. Crumb Topping:In a large mixing bowl, combine flour, 1/4 cup white sugar, 1/4 cup brown sugar, baking powder, and salt. Blend in butter with a pastry blender, until mixture resembles coarse meal. Stir in water until just combined.Remove pie from oven and place spoonfuls of crumb topping over the top. Bake until topping is golden, about 30 to 35 minutes. Remove peach pie from oven and allow to cool at room temperature.
