Combine vinegar, oil, sugar, caraway seeds, salt, and pepper in a screw-top jar. Cover and shake well. In a large bowl, combine the cabbage, carrot, and green onion. Pour vinegar mixture over cabbage mixture; toss gently to coat. Cover and chill before serving, if desired.
